Yes you are correct, the schematic is the same as the one on Jaap's site.
Everything points to the rom image, so I'm going to breakout the data lines going to rom to a breadboard so I can re-order them in the correct order and go back to the comms42.opk as that is working fine on a data pack, and yes I may breakout A0 too, if it wasn't for my OCD I probably would have abandoned this project but I'm not going to let it beat me

Yes, it looks like the address lines could be the problem. You should be able to create a ROM image that works for you, then no need to alter the hardware. Probably worth a go before you do start cutting tracks etc. I think doubling up each byte should work, assuming the other jumbling is still there in the file you start with.

Scrub my previous reply, I'm going to just breadboard the rom side of things, I have the working comms42.opk image on a data pack and now on 27256 too, will see how that pans out
